Objectives

  • To strengthen implementation of NRLM through capacity building of SRLMs and by arranging implementation support from NRLM Resource Cell.
  • To facilitate continuous flow of trained National, State, District, Field professionals from NRLM Resource Cell to all the SRLMs and MoRD as per requirement.
  • Develop appropriate Resource Material for Capacity Building of CBOs and SRLM staff.
  • Build a Multi-thematic and Multi-layered pool of Resource persons (National, State, District and Block level) at the NIRD&PR Resource Cell.
  • Build the capacities of Thematic experts of SRLMs, SIRDs & CBAs
  • Conduct Induction and various thematic trainings to different categories of Resource Persons of SRLMs, SIRD staff & CBAs.

Key Achievements

2025-2026

  • NRLMRC successfully trained 4,000 community auditors through certified trainers, establishing a sustainable cascade training model, and completed competency-based training for over 2,000 cadre members with the support of NCRPs. In addition, two sub-committee trainings covering 139 participants, three audit trainings covering 90 participants, and one governance and leadership training covering 42 participants were completed to strengthen institutional capacities.
  • NRLMRC conducted national- and state-level capacity-building programmes on Gender and FNHW, including a five-day ToT cum exposure programme for NRPs at BIPARD, Gaya. This included the rollout of 17 Gender and 18 FNHW training modules aligned with State Operational Strategies, development of Master Trainers, and strengthening of Gender Resource Centres (GRCs) and immersion sites across multiple states. Further, NRLMRC supported CRP/DRP orientation and selection, VRP planning, and field-level rollout of Gender and FNHW interventions, covering more than 16 states.
  • NRLMRC organized collaborative training programmes with premier institutions such as DoPR, NIPHM, CFTRI, IIMR, and other ICAR and national-level institutions to enable targeted, high-quality capacity building aligned with emerging livelihood and enterprise needs under DAY-NRLM.
  • NRLMRC organized two national-level workshops focused on (i) preparation of the Integrated Annual Action Plan (IAAP) 2026–27 and (ii) improving the financial management and overall financial health of Cluster Level Federations (CLFs) to strengthen planning and institutional sustainability under DAY-NRLM.
  • Organised two 30-days training batches, in collaboration with FDDI, on garment making and leather handbag production for participants from Andhra Pradesh, Odisha, and Chhattisgarh.
  • NRLMRC launched a special intervention on Enterprise Financing to support five SRLMs—Punjab, Gujarat, Uttar Pradesh, Meghalaya, and Tripura through dedicated nodal NRPs for each state. The initiative focused on capacity building of SRLM staff and mentors, bankers’ orientation, and Vitta Sakhi orientation on enterprise finance, significantly exceeding several state-wise targets. The intervention also facilitated enterprise loan applications and credit linkage, resulting in substantial loan mobilization across states. Based on the learnings from FY 2025–26, it has been proposed to scale up the initiative in FY 2026–27 by continuing support to the existing five SRLMs and expanding it to Arunachal Pradesh, Karnataka, and Uttarakhand, with an integrated approach covering capacity building, enterprise credit facilitation, and documentation of best practices.

2024-2025

  • Supported NMMU in internal audit campaigns, designed a community auditor certification program, and assessed 600 District Level Trainers (DLTs) in West Bengal, strengthening grassroots accountability and community support.
  • NRLMRC developed gender-focused strategies and launched a training module on Gender Resource Centres under DAY-NRLM, while also supporting SRLMs in the preparation and revision of State Operational Strategies on Gender and FNHW. Further, NRLMRC supported states in establishing Gender Resource Centres, facilitated workshops on Climate Change and Sustainable Livelihoods for Persons with Disabilities (PwDs), and collaborated with NMMU in the development of Food Festival Guidelines.
  • NRLMRC developed a Compendium on Enterprise Support Schemes and organized a workshop on designing insurance products for Lakhpati Didis, focusing on group, enterprise, agriculture, and livestock-related insurance, in collaboration with the National Insurance Academy, Pune.
  • NRLMRC organised Medicinal and Aromatic Plants (MAP) trainings in collaboration with CIMAP, Hyderabad, and supported PMSSY programmes in collaboration with NMMU. Additionally, NRLMRC supported the documentation of 20 rural SHG entrepreneurs under A&N SRLM through the development of a coffee table magazine and audio-visual content.

2023-2024

  • In line with the Prime Minister’s vision of New India@2047, the Capacity Building Commission (CBC) initiated the preparation of Annual Capacity Building Plans (ACBP) for all Government Ministries, Departments, and Organizations (MDOs). Accordingly, the Ministry of Rural Development (MoRD), under CBC guidance, developed its ACBP based on the competency enhancement needs of officials across different designations, identifying critical competencies required to effectively discharge roles as per the Allocation of Business Rules of the Government of India, and proposing suitable training interventions, including domain competencies. As part of this initiative, MoRD requested NIRD&PR to conduct domain competency–based trainings, under which 54 MoRD officials across three batches participated in programmes held at NIRD&PR, comprising officers of varied designations such as Joint Secretary, Section Officer, Accounts Officer, and Statistical Officer, among others.
  • NRLM RC, NIRD&PR conducted a three-day write-shop on the preparation of training modules for PRI–CBO convergence and the preparation of Village Poverty Reduction Plans (VPRP) and Gram Panchayat Development Plans (GPDP). The write-shop was attended by 20 participants representing NRLM RC, CPR, MoRD, MoPR, NMMU, Kudumbashree (NRO), Chhattisgarh SRLMs, SIRDs of Karnataka and Maharashtra, and PRI members, who actively contributed to technical discussions and module development.
  • NRLMRC supported NMMU and 17 SRLMs—Andaman & Nicobar, Andhra Pradesh, Assam, Bihar, Chhattisgarh, Gujarat, Himachal Pradesh, Jammu & Kashmir, Jharkhand, Karnataka, Maharashtra, Madhya Pradesh, Meghalaya, Odisha, Rajasthan, Tamil Nadu, and West Bengal—in the preparation and appraisal of proposals, detailed project reports, and scoping studies across key livelihood themes, including organic marketing, livestock, value chain development, producer groups and producer enterprises, integrated farming clusters, and allied sub-sectors. NRLMRC also supported the documentation of best practices in farm livelihoods under A&N SRLM.
  • NRLMRC supported Assam SRLM in the recruitment of state-, district-, and block-level officials, successfully conducting interviews for 1,633 candidates against 475 positions. In addition, NRLMRC extended recruitment support to Arunachal Pradesh SRLM, interviewing 84 candidates for 7 positions at the district and block levels.

2022-2023

  • NRLMRC developed three audio-visual resources, three case studies, and an iGOT learning module on social inclusion to support capacity building and knowledge dissemination under DAY-NRLM.
  • NRLMRC facilitated skill-based training programmes, including pearl jewellery making in collaboration with RTP, and initiated trainings in new livelihood sub-sectors such as fisheries, honey production, agri-nutrition gardens, traditional food systems, and microbial production of bio-fertilizers and bio-pesticides in collaboration with NIPHM.
  • The training on digital finance aimed to strengthen the activation of dual authentication in SHG bank accounts to enable routing of SHG cash transactions through digital modes, and to promote the use of digital banking services by providing UPI and AEPS platforms to rural households through the deployment of BC Sakhis (Banking Correspondents). In this context, NRLM RC organized a Training of Trainers (ToT) on Digital Finance at NIRD&PR for participants from all states to support uniform adoption and scale-up under DAY-NRLM.
  • NRLM-RC supported the Ministry of Rural Development (MoRD) in testing the prototype of various modules of the LokOS Application at different stages and in identifying and addressing potential bugs. NRLM-RC also assisted in the preparation of FAQs and User Manuals for the application and extended support to MoRD in organizing regional rollout workshops for the LokOS Application at Agartala, New Delhi, and Kochi.

2021-2022

  • NRLMRC, with the support of National Resource Persons (NRPs), conducted 28 batches of training on CLF financial management for State Resource Persons (SRPs) and staff from 19 State Rural Livelihood Missions (SRLMs) across the country. These trainings aimed to strengthen participants’ understanding of financial management at the CLF level, covering key areas such as bookkeeping, financial needs of the poor and coping mechanisms, savings and credit products, insurance and pension schemes, financial services of NRLM CBOs, and accounting systems of CBOs to enhance effective financial governance and service delivery.
  • NRLMRC conducted nine batches of training for 266 community cadres, including Bank Sakhis, Business Correspondents (BCs), and iCRPs, primarily in Punjab. In addition, Bankers’ Orientation Programmes were supported in Maharashtra and Uttar Pradesh through deputation of NRPs and programme coordination, under which 6,064 bankers were trained on the SHG–Bank Linkage concept. Further, during May, June, September, October, and November 2021, trainings on CLF Books of Records were conducted for CLF Accountants from UPSRLM, Chhattisgarh, and Uttarakhand, covering a total of 1,559 CLF accountants.
  • NRLMRC supported SRLMs in the development and appraisal of Integrated Farming Cluster proposals under the Integrated Farming Cluster Project for NRETP states. Against a target of 400 cluster proposals across 13 NRETP states, 355 cluster capping proposals were prepared and appraised in 11 states to strengthen integrated and sustainable livelihood interventions.
  • "Recipe Book on Moringa" was developed with the support of NRP and translated it in Hindi by Official Language Section of NIRDPR.

2020-2021

  • As requested by UPSRLM, Uttar Pradesh, the NRLM Resource Cell organized four batches of Community Resource Person (CLF) trainings in the state, through which around 200 CRPs were trained. These trained CRPs are now actively supporting UPSRLM in the formation and strengthening of Cluster Level Federations (CLFs) across various districts of Uttar Pradesh.
  • Since its inception, NIRD&PR, NRLM Resource Cell has been continuously supporting ANISRLM through a range of capacity-building initiatives for various stakeholders. As part of these efforts, 18 National Community Resource Persons (NCRPs) along with NRLMRC staff were deployed to the Andaman & Nicobar Islands to conduct trainings for SHG leaders, VO Executive Committees (VO-EC), and VO Office Bearers (VO-OB) on VO governance and financial management, SHG and VO book-keeping and audit. Additionally, the interventions supported the formation of six Block Level Federations across six blocks, strengthening the institutional framework under DAY-NRLM.
  • NRLM RC, NIRD&PR organized National Ayurveda Diwas on 13 November 2020, commemorating the birth anniversary of Lord Dhanvantari, as directed by the Ministry of Rural Development, Government of India. The programme aimed to highlight the importance of Ayurveda in daily life, its role during the COVID-19 pandemic, and its potential for livelihood generation. The event was attended by 150 participants, during which an Ayurveda physician sensitized participants on the contribution of Ayurvedic principles and practices in managing COVID-19 in India, the global future of Ayurveda, and opportunities for rural livelihoods through medicinal plant cultivation and processing, cold-pressed oil extraction, and ghee making, emphasizing their significance for both physical and mental health.

2019-2020

  • NRLMRC, NIRD&PR conducted 26 staff induction programmes of 8–15 days duration, tailored to need, for newly recruited staff from 7 State Rural Livelihood Missions (SRLMs). Through these induction and immersion trainings, a total of 927 staff members were trained, with the core objective of building a shared understanding and ensuring uniformity across SRLMs for the effective and smooth implementation of DAY-NRLM.
  • NRLM (RC), NIRD&PR, with the support of National Resource Persons (NRPs), conducted one-day orientation programmes at state and district levels across Telangana, Maharashtra, Chhattisgarh, Rajasthan, Gujarat, Haryana, Punjab, and Uttarakhand, covering 12,558 participants through 158 batches during the period June 2019 to February 2020.
  • A comprehensive Gender Operational Strategy was developed, encompassing the overall strategy, key action areas, institutional mechanisms, and outcome indicators. Based on this framework, states were advised to prepare their respective operational strategies, with Jharkhand, Chhattisgarh, Madhya Pradesh, and Nagaland coming forward as pilot states. These state strategies, aligned with the National Gender Strategy, were presented and reviewed in a workshop held at NIRD&PR. The strategy clearly outlines the approach, methodology, mission preparedness and policy framework, institutional mechanisms, key action points, and outcome indicators to guide effective gender integration under DAY-NRLM.

2018-2019

  • NRLMRC NIRD&PR conducted 26 staff induction programmes (8-15days based on the need) for newly recruited staff of 7 SRLMs. A total of 927 staffs have been trained during the Induction & immersion trainings.   • Workshops on Development of Standard Operating Procedures (SOP) for VOs & CLF were organized at NIRD&PR, a 2-5 days’ workshop were conducted on the preparation of SOP. The main objective of the workshop was to develop an in-depth understanding of the Standard Operating Procedures (SOP) of Primary and Secondary Level federations and to develop Training Manual on SOP- Governance and Management for conducting training programs to Primary and Secondary level. 55 NRPs, IBCB participated in the workshops.
  • The NRLM Resource Cell developed a national resource pool of 74 National-level Community Resource Persons (NCRPs) by drawing experienced Community Resource Persons from high-performing states such as Telangana, Uttar Pradesh (RGMVP area), Madhya Pradesh, Maharashtra, and Jharkhand. To strengthen their capacities, a 15-day Training of Trainers (ToT) programme was organized for newly selected National Community Master Trainers (NCMTs), with the first batch of 32 participants from Maharashtra, Jharkhand, Uttar Pradesh, and Madhya Pradesh conducted at NIRD&PR, Hyderabad from 11–25 December 2018. A subsequent batch for the remaining NCRPs was planned from 25 February 2019 to complete the national-level capacity-building process.

2017-2018

  • NRLM RC NIRD&PR with the support of NMMU conducted (10-15 days based on the need) Induction& immersion training to 9 SRLMs Chhattisgarh, Jharkhand, Himachal Pradesh, Uttarakhand, Goa, Punjab, Haryana, Andaman &Nicobar, Diu and Daman trained 600 staff of SRLMs. These induction programs training basically aim to bring in a sense of uniformity across SRLMs for the effective and smooth implementation of DAY-NRLM
  • NRLM team along with NRPs visited the states of Chhattisgarh, Madhya Pradesh, Haryana, West Bengal, Assam and Tripura for technical support to the SRLMs in developing 2-3 CLFs as Model CLFs over a period of 2-3 years.
  • Conducted a workshop on Development of Standard Operating Procedures (SOP) for VOs & CLF of the Institution Building was organized at NIRD&PR from 4th to 8th Sep 2017.As the outcome of the SOP Workshop it was decided to prepare the Operational Manuals for primary & secondary level federations

2016-2017

  • NIRD&PR,NRLM(RC)supported 10 States to roll out BRP trainings by deputing National Level Resource Persons (NRPs) and NRLM (RC) staff. Supported states i.e., Madhya Pradesh, Uttar Pradesh, Rajasthan, Jharkhand, Chattisgarh, Punjab, Haryana, Uttarakhand, Himachal Pradesh and Gujarat.
  • Documented Best Business Models under NRLM in nine states viz., Dairy based livelihoods, Agri/Horticulture based livelihoods, Human nutrition based livelihoods and Micro Enterprise based livelihoods with the support of NRPs
  • NRLM(RC) has conducted 2 days orientation on NRLM concepts to Rural development department officials, selected Block development officers, Panchayat Extension officers and identified as Community Resource Persons.

2015-2016

  • Developed 120 Members of SRLM as Core TOTs SRLM staff
  • 64 programs have been organized in various SRLMs and SIRDs as per the demand and trained 1552 Participants.
  • Development of Internal CRPs for Odisha State
  • NRLM Resource cell prepared modules on Community Capacity building (Vol.II), Staff Capacity Building, Gender, Food, Nutrition, Health and WASH, Social Inclusion (Elderly, Tribal & PwD), Convergence and PIP-PPA.
  • New NRLM Resource cell was created at NERC, Guwahati to cater to the CB needs of all North Eastern states. The cell has started functioning from August, 2015.
